“Oh.” Lowering the torch back down as Giles came closer, Cordelia squinted curiously at the document he had brought over. It looked just like a standard government-issued report to her, but then again, she wasn’t bothering to examine it nearly as closely as Giles was. “Well, what have they done that’s so bad?”
